
Lagos Lists 176 Illegal Estates, Issues 21-Day Compliance Deadline

The Lagos State Government has identified 176 illegal estate developments across various parts of the state and has issued a 21-day ultimatum for their developers to initiate layout approval processes.
This was made known in a statement issued by Mukaila Sanusi, Deputy Director of Public Affairs at the Ministry of Physical Planning and Urban Development. The affected estates, mostly located in Eti-Osa, Ajah, Ibeju-Lekki, and Epe, have been flagged for operating without the required layout approvals—an infraction that contravenes Lagos State’s urban planning regulations.
“The Lagos State Government has identified 176 illegal estate developments, predominantly located in the Eti-Osa, Ajah, Ibeju-Lekki, and Epe axis of the state, and has given them a 21-day ultimatum to process their layout approvals,” the statement read.
According to Engr. Oluwole Sotire, Permanent Secretary, Office of Physical Planning, the failure of these estates to obtain layout approvals undermines the sustainable development vision and violates key objectives of the state’s T.H.E.M.E.S+ Agenda.
“The identified illegal estates include Adron Homes, Elerangbe; Aina Gold Estate, Okun-Folu; Diamond Estate, Eputu; Prime Water View Garden, Ikate Elegushi; and Royal View Estate, Ikota, among others,” Sotire stated.
He directed the developers to submit all necessary documents to the Ministry at the Secretariat, Alausa, Ikeja, within 21 days, in order to begin the layout approval process.
Sotire noted that the exercise aligns with the Ministry’s core responsibility to regulate physical development and promote a functional, orderly, and resilient smart city as envisioned by the state government.
He further emphasized that real estate developers and practitioners must register with the Lagos State Real Estate Regulatory Authority (LASRERA), which is tasked with regulating, coordinating, and monitoring operations within the real estate sector.
The Ministry published the list of affected estates on Monday as part of its regulatory enforcement efforts.
