IHR Urges Tinubu to Reverse CBN’s Hajj BTA Card Directive

A non-governmental organisation, Independent Hajj Reporters (IHR), has called on President Bola Tinubu to intervene in the Central Bank of Nigeria’s decision to enforce ATM card-only disbursement of Basic Travel Allowance (BTA) for Nigerian pilgrims ahead of the 2026 Hajj.
In a letter dated January 17, 2026, the group warned that the policy could subject pilgrims to unnecessary hardship, particularly elderly and rural-based participants who may struggle with electronic payment systems.
The organisation noted that a significant number of Nigerian pilgrims lack adequate exposure to digital banking, adding that language barriers and transaction errors in Saudi Arabia could leave pilgrims stranded or financially vulnerable.
“The policy poses significant risks to our pilgrims, many of whom come from rural communities with limited electronic banking access,” the letter read.
Independent Hajj Reporters therefore recommended the immediate suspension of the ATM-only arrangement, a return to cash disbursement through NAHCON, and broader consultations with stakeholders to develop reforms that align with the realities of Nigerian pilgrims.
The group stressed that religious obligations should be carried out with ease and dignity, expressing confidence that President Tinubu would act swiftly in the interest of pilgrims and national welfare.
